INVESTIGATIVE SERVICES BUREAU POLYGRAPH UNIT

For over 40 years, the New Hampshire State Police Polygraph Unit has offered forensic polygraph support to law enforcement. The Polygraph Unit is comprised of expertly trained and certified Forensic Polygraph Examiners. These examiners provide a valuable  investigative tool to local, county, state and federal law enforcement agencies, as well as to the Department of Corrections, Office of the Attorney General, and the various County Attorney Offices throughout the state. 

 

Forensic polygraph examinations are used daily to affirm or dispel individuals suspected in criminal cases for law enforcement agencies. Utilizing this tool assists in  narrowing investigative issues and lowers investigative expenses. The Polygraph Unit is also requested to administer examinations for the purposes of law enforcement employment. Every Trooper candidate is required to submit and pass this examination prior to employment. 

 

The Polygraph Unit continues to perform at the highest level of professionalism. The commitment and dedication of the Polygraph Examiners remains the model for polygraph services throughout New Hampshire.

WHAT IS THE TRUTH?

Joseph Vroomanwas given a lie detector test or what law enforcement refers to as a polygraph examination to determine the chest injuries to Jack Reid, Sr.

The polygraph examination of Joseph Vrooman was administered by Manchester Police Lt. Nick Willard, unlike previous tests of other suspects which had been handled by New Hampshire state police. Lt. Willard also served as the lead investigator for Attorney General Kelly Ayotte's other death penalty case against Michael Addison, another high profile case which she prosecuted herself.

Vrooman, the state's star witness, testified that he spent hours and hours at the Attorney General's office.

Unlike normal protocol, Joseph Vrooman was not given a series of questions about the case. Instead, he was given one narrowly defined question:

 

DID YOU STOMP ON JACK REID’S CHEST?

 

Although Vrooman was very apprehensive about taking the polygraph test on 9/12/08, Captain Nick Willard attempts to assure him saying:

 

INTERVIEWER WILLARD: “So, if it helps to alleviate the nerves, I’m not going to polygraph you on the planning on it--of it, on the subsequent activity to it, on what you said or how you felt or any of that stuff. The relevant issue is going to be, did you stomp on his chest?”

Lt. Willard also goes on to further assure him that he would limit his questioning to the following:

 

INTERVIEWER WILLARD: “And we’re going to define the “stomped” through, I want you to understand that. That that means, you know, jumping upon, striking, kicking, booting. I don’t want to give you any wiggle room.”

 

TRUTH: This line of questioning by Captain Willard raises the following questions about the strategy and tactics he deployed during the interrogation of Joseph Vrooman.
 

          Why didn’t Willard ask Vrooman the obvious question 

          as to whether he “sat on” Jack Reid’s chest? 

 

          Why did Willard’s report only contain statements from 

          jailhouse informants that stated “stomped” versus “sat on”?

  

          Why didn’t Willard ask questions of Vrooman's admissions 

          in the police reports provided to him?

               Vrooman admitted he might have caused Jack Reid’s 

               shoulder, back and facial Injuries. 28529

          Why did police and prosecutors wait for 2 years before 

          administering Vrooman a polygraph?

         

         Why did Vrooman wait until 1 year after the polygraph 

          to testify he “sat on” Jack Reid’s head?  2472

 

          Why was the polygraph report kept from the Massachusetts

          Medical Examiner - Dr. Richard Evans? 

 

          Why was his examination conducted so narrowly and  

          veer so far from standard investigative protocol?

 

There seems little interest in finding out from Vrooman what led up to the murder and what followed it.

 

The Biggest Question:

WHY DID LT. NICK WILLARD DECIDE NOT TO QUESTION JOSEPH VROOMAN ABOUT THE PLANNING OF THE CRIME AND THEREFORE, JESSE BROOKS’ ALLEGED INVOLVEMENT IN THE CASE?

 

The Answer: In order to secure a conviction against Jesse Brooks - numerous lies, theories, and manipulation of the jury through the perjury of Vrooman and others had to occur. Capt. Willard didn’t ask those questions because it would have put the State’s case against Jesse Brooks in peril.
